the pen you refer to, posca is a liquid acrylic paint in a pen. You can get various tip sizes but I like to work small so you can see the white acrylic paint in the bubbles and on the jellyfish

I wanted the jellyfish to look translucent but I had already put the background wash down which was the mistake I made. I still like it though.
